Twelve months of work, fourteen large Italian cities involved, a research that covers a decade (2006-2016), a wide group of work, formed by the members of the Sustainable Mobility Group of Kyoto Club and by the experts of the Institute of Atmospheric Pollution Research CNR (CNR-IIA).

This is “MobilitAria 2018”, a report with the ambition of creating a comprehensive image of the air quality and urban mobility evolution relative to the fourteen main Italian cities through the decade 2006-2016, taking as a reference the urban area of every City.

The cities covered by the study are: Bari, Bologna, Cagliari, Catania, Firenze, Genova, Messina, Milano, Napoli, Palermo, Reggio Calabria, Roma, Torino e Venezia.

The reasons behind this study start with the consideration that in Italy there is no place where the data of urban mobility are stored, integrated and correlated with the trend of the air quality. Moreover a framework for keeping track of the measurements and the actions actuated by the Local Administrations is missing, in order to evaluate the results and to exchange experiences and good practices. Surely there are different structures – research institutions, prosecutors, agencies, observatories, associations, local societies – that collect and process sectorial data, but an integrated vision of data and phenomena is missing; moreover data are often scarce, partial, contradictory, not systematic and without a unified detection method: this approach constitutes a problem that requires commitment and investments to be solved, in order to build a common basis of comparison.

The study was divided into several phases:

  • Collection of available data in the decade 2006-2016 about the air quality through Regional Agencies for the environmental protection (ARPA), which monitor and record the air quality values data through the control units in the cities using methodologies approved by the actual legislation;
  • Basic city’s data mining and processing: dimension, population, density, average income, city’s gardens, weather conditions;
  • Collection of urban structures data, limited traffic zones extension, pedestrian Areas, cycle Paths, public Transport, modal distribution, sharing mobility, motorization rate, vehicles and motorcycles types, Accident and Mortality, exchange and on the road parking, taxi licenses and car rental with drivers;
  • The reconstruction of the main proceedings over mobility regulation, organization, transport services, network and investments, with the main actions conducted by the Municipal Administrations (Urban mobility plan, sustainable urban mobility plans, etc.);
  • The analysis of collected data through the study of actual trends, index formulation, percentages and graphs to allow an evaluation of trends within the decade, to compare city’s data (taking into account the most significant differences) and to record latest news of 2017; graphic representation to make data and trends readily understandable; all of the phenomena analyzed are provided with explicative comments for each city both for air quality trend and current state of urban mobility.

The study shows, in the considered decade, a real commitment of the great Italian cities to sustainable mobility; however, the situation is very inhomogeneous between the different country’s areas, with discontinuity in achievements and results, with the southern cities that need to make a step forward to reach the mobility standards of northern cities. In addition to the efforts made in the field of mobility, an improvement in air quality in most of the cities covered by the study is visible: such progress, however, is not sufficient to maintain the limit of some pollutants below the reference threshold for the protection of the human health set by the national legislation.

It should be noted that the European Commission has begun, for a long time now, an infringement procedure against the Italian Government concerning air quality problems and overruns of NO2 e PM10. Moreover, recently (january 2018) European Commissioner for the Environment Karmenu Vella has sent an ultimatum to the Italian Government intimating to take the appropriate actions to reduce the two pollutants, with subsequent referral to the Court of Justice if this will not be accomplished. The issue will have a strong impact on the situation of Italian cities, forcing them to deal with increasingly restrictive limits.

There is still a lot of work to do: the future asks to move in a sustainable way to make our cities breathe and to create quality of urban space.

The ambition of Group Kyoto Club – CNR-IIA is to make the study permanent by continuing in a systematic way with the collection and annual analysis of data, to extend this work to 14 Metropolitan Cities, and trying to extend the reference parameters (noise pollution, congestion, traffic data, climate change emissions).

The will of the group is as well to reproduce this work in all the main cities, in order to enhance the quality and the capacity of the Italian medium-sized cities, which have issues similar to those of the big towns and they often have been able to innovate in the field of urban mobility.

The study was presented on February 16th 2018 during the conference “Climate changes, mobility and air quality policies in large Italian cities” organized by Kyoto Club and CNR-IIA in Rome, during the 13th anniversary of the Kyoto signature.
